- Have income below 200% of the Federal Poverty Level
- Be unemployed or work part time
- Receive other assistance payments such as Colorado Works or Supplemental Security Income
- Be a child
- Be a student
- Be an adult aged 18 - 56 with no children in the home, also known as able-bodied adults without dependents
